There is also the quality issue. Conscripts are simply not as good as
volunteer soldiers. The US army did a series of performance reviews after
Vietnam and after the all volunteer army policy was initiated. In general
(and its been years since I read the article) volunteers considerably out
performed conscripts on most of the measures used in the study.

With the way Bush is going at it, we're going to need the best army we can
get. Why handicap them more.
