It solves the problem by keeping the president in power as long as
they think they can milk it. Much the same way repealed portions of
the Patriot Act solved the problem of dissenters by providing a
convenient means of shutting them up whenever and wherever they liked,
provided they weren't famous enough for their being jailed to be a
media spectacle, i.e. Michael Moore. That is of course their MO.
Although Moore used the book 1984 as a comparison to their behavior
because of it's popularity (and I think the passage he chose was
rather poinient), I think Eric Blair's less popular Animal Farm is
perhaps a more salient analogy to (at least the appearance of) the
current administrations behavior.
