Bush was *not* a sitting president when the plot to assassinate him was

  This elevates it way above your normal scenario, as special circumstances
are indeed warranted for an attempted presidential assassination. This
indicates a higher than normal degree of focused hatred and meticulous
planning.

  Bush most certainly never intended his statement to imply he went to war
for that reason, but it's not surprising that sentiment was seized upon by
his detractors.
