IIRC that is the way the electoral votes used to work back in the day.  But there was 
no constraint on who each electoral representative actually voted for.  Basically once 
the representatives where picked they could vote for any eligible candidate they 
choose subject to all the negotiating and deal making that kind of latitude would 
allow.

The current all votes go to the candidate winning the popular vote of a state was a 
response to this situation where the electoral representatives could over turn the 
popular vote if they wanted to. 

I like the idea of the Colorado inative.  The representatives are still bound to the 
canidates popular vote, but not in an all or nothing proposition.  I think it would 
lead to better campaining where the canidates would have to take all the states into 
account, not just a few "key" states.

I also think it could give third parties a more level playing field.  If a canidate 
other then Democratic or Republican party gets enough of the popular vote then they 
would get a few of the electoral college votes.

This could actually lead to other clauses of our electoral code coming into effect.  
Where no single canidate gets the 270 majority needed to win at the electoral college 
level.  That could be interesting, not sure whether it would be good or bad.
