I agree. My wife does some recruiting work for her firm and that's what they do. Each team member has to design an interview case around a real client they had, i.e., they know what the challenges were, they know how they solved them. Then each recruiter gives their case to the potential employee privately. They ask them how they'd go about solving the case and judge them on how they ask questions and conduct themselves. You could even give them a laptop or PC to do a rough design on! Then they all compare notes after the interviewee has left. If they all agree they hire the person. It seems to work really well. By having the person work with you on a real case you can easily evaluate how much maintenance they'll require.
