I dunno about that second point. The comprehensive report released a few weeks back about Saddam Hussein documented a concerted effort to skirt UN regulations. I dont think that necessarily matters though, as what's a UN resolution worth anyway? The US should of just washed their hands of that mess completely.
Here's an interesting thought, if we had 140,000 troops on the ground in Afghanistan instead of Iraq, would that country already be the "beacon of democracy" we've been looking for?
