I don't know the specific background on that decision, but I do know of two
major things that affect such offers:

a) finding a set of prices that works across all rationales (eg, "the
delta between a DW3->UD4 upgrade should not be disproportional to the delta
between a CF4->studio upgrade", that type of balancing)

b) each new catalog item incurs an upfront cost for packaging, line-item,
ordering, maintaining in catalogs, packaging and maintaining (new offers
aren't free, so minimizing catalog items can reduce overall costs)

I don't usually work these angles myself, but over the years I've been in a
few meetings where this type of analysis is performed, and it has made my
head hurt. I can see that it's not arbitrary, but I can't explain it well
to others, sorry.

In this case it sounds like you have DW4, but not any CF (?), but want to
upgrade to both CF5 and UD4. Right now I see upgrade paths to the CF/UD
Studio from either UD or CF, but not from DW, sorry:

Hmm, but assuming you do own a version of ColdFusion Studio, then you're
eligible for the upgrade anyway. There's just not a line item that combines
various upgrade positions, that's all.

I know this may not be the happiest of answers, but the above is the
unvarnished background info, if that context is of any help.
