I asked them, they both said that's BS for 2 reasons:

1.) That's not an appropriate translation,
2.) It doesn't fix with any of the context of the speech.

They said that OBL clearly says that US security does not depend on
who is the Whitehouse or on al Queda - he says it depends on US
foreign policy.

Futher, every analysis that I've seen says that, reading between the
lines, OBL is trying to assert his control over the a broader and less
organized terrorist network - one that's no longer al Queda.  Thus his
words about how US security does not depend on al Queda.

My main source is my own power of critical analysis of things in
context; the analysis you've provided ignores that.
