It's not just implication. The Salvation Army is indeed a religious
organization, they are evangelical missionaries. My family knew people
who were very active in it and they even were had rank and uniforms
and the whole bit. The wife joked about how she outranked her husband.

But in the case of Target, it's just being fair. They are evenly
applying a policy now while they had unequitably been giving
preferential treatment to the Salvation Army. Of course, the SA is all
up in arms about it and trying to paint Target as being against them,
forgetting that they've been the favored group exclusively for years.
