I'm not agreeing with the report, only using it to point out that we don't know because not enough studies have been done. Plus all the new programs out haven't been fully studied.
As for Time magazine, I'd take everything you read there with a grain of salt. I wouldn't doubt it if those numbers were made up on the fly.
