I have to think about that. I think it's dangerous to disempower parents. But if the parent has already abdicated? Hm. A lot of these families were already in contact with social workers btw.
The one kid I was think of, the social workers were part of the problem. Mom had to keep the house tidy. If he had had a library he could get to or even a bookmobile...
