Just point and yell - "Oh my god! He's MASTURBATING!" during your next meeting. There are two possible outcomes here - the first is the perpetrator is so embarrassed, he immediately stops. The second is a common plot of several "mature audience" films I'm sure are available on your television provider's pay-per-view system.
