It doesn't eliminate the IRS, you still have pay your taxes, some body has
to keep track of it.

You eliminate the social engineering with the "flat" part.

That is, If you make $X you pay %Y, no exceptions, no deductions, etc.
 I would even favor voting exceptions into it after we start from
scratch, but they could only be added during presidential elections
and voted on by the people.
