In short, yes.

Long answer, HOF is a community of Coldfusion developers, with some
other focuses in specfic areas.

CF-Talk is the technically specific group, while CF-Community is
anything but specific.

Forum, well the web interface for the lists can be called a forum, but
they really are lists.
