Well we are a fortune 20 company and we run much like your company did prior to the merger...we don't have ice cream socials but the promotional ladder you described is nearly exactly what we have here (only I am level 50ish and thats mid range).
We do however suffer from comparmentalization a lot in my opinion and we have some issues with passing off the buck I think these areas are somethign you will find in most large companies...its iritating as hell though.
