While correct, I think that should be seen in the light of another development. The reason for the involvement of the government in the internet was not legislation. The reason for the involvement of the government in the internet was because they owned it. They owned the cables, they owned the routers, they owned the servers and the operators were directly or indirectly their employees. Until very recently regulation of internet was 100% based on property laws. Individual owners of the building blocks of internet making bilateral agreements on handling eachothers traffic. Self-regulation, because if you were too much of a nuisance other owners would simply stop accepting traffic from you. Legislating internet is totally new.
