Given that the IRA's bombing campaign of the 80's and 90's picked
times where there were not many possible casualties then warned the
police about the bombs before they went off, the change that its the
IRA is very low. The high level of coordination, the attempt at many
civilian casualties, and the attempt to economically damaging the
British economy all point to Al Queda or an affiliate.
