Please define "their soft targets" Who the hell are they? I think most people will agree that there are a small percentage of terrorists. So how do we determine the terrorist's soft targets. Is there a terrorist only shopping center we can target? Maybe there is a terrorist only church we can target? Otherwise I think the terrorists are living and commuting among the rest of the population. So we can start bombing random civilian targets in the middle east because then we will get a few terrorists too? Slap that dipshit upside the head and give him my phone number.
