No, the problem comes in when a case officer tells an informant,
"Don't worry, your identity will be totally secret."

The informant will think back to the Plame case and say, "Bullsh1t! 
Your Whitehouse has shown it has no problem exposing its own agents. 
If it got out that I met with you and you're blown, then I'm blown. 
See ya."

If you knew you'd be killed for meeting with a US agent, would you
feel comfortable doing so knowing the Whitehouse had exposed one for
political reasons?  I sure as hell wouldn't.

Thus the massive damage to US intelligence gathering and therefore
national security.
