Ok, So we have no access to the session scope on this application, so we are writing everything to the client scope.
We have a page that writes junk, and another page reads it. If someone puts in " and we wrap it in htmlEditFormat() we get the ascii version on the page output, however this is exactly what we do when it is written to the db.
