There was a referendum about 15 years ago that almost made it to a public vote, whereby the counties of Arlington, Fairfax, Loudon, Prince William, Stafford, the independent cities of Alexandria, Arlington, Falls Church and Vienna and I believe Fauquier Counties would secede from the state of Virginia, becoming the State of Northern Virginia, with either the city of Manassas or Fairfax as the capital.
The GOP in Richmond had a fit, because all of the tax money that they were passing to the tobacco farmers would've dried up. Of course we would've gotten all of roads built, and the Fairfax County Parkway would've been finished a lot sooner.... and Northern VA would be better off, and Mark Warner would be third term Governor of Northern Virginia, and Gilmore would've never gotten away with blatantly lying to the people of Virginia....
