I'm not sure they worked with FEMA to develop a plan. I've just seen a plan that was supposedly in devised years ago. They locals failed to follow that plan.

I more or less agree with you, however I'm still not convinced that the Mayor and Gov worked with FEMA, came up with a plan, and then failed to execute it.
