Here's what I'd propose. Find a group that makes minimum wage and tell them you'll give them 2 choices: 1.) You'll raise their pay by $3 an hour. Will they be willing to sign a 1 year contract for that pay? 2.) You'd like them to sign a contract for their current pay for 1 year, but they must also attend college at the same time. Which choice will get more takers? Group #1 or Group #2? Repeat until you're satisfied.
