W3C doesn't indicate specifics on a lot of stuff, and they are all different
on different browsers.
Padding and margins come to mind for different elements.  Those items are
known.  What I am talking about is supporting all of CSS2, which from what
I've read with IE7, I'm not sure they will go that far.  Yes, they will
support different selectors, but what about min-height?

If the W3C doesn't specify I'm not as concerned. The W3c needs to rectify
that and hopefully they will with CSS3, however what I do want is for the
browsers to implement CSS2.1 as specified and that means supporting all of
it.

The problem in this particular instance though is that they are supporting
CSS2 correctly, but since the W3C didn't indicate how the <legend> element
was actually supposed to work it was inevitable that one browser would work
differently than others.
