No, because the people have empowered the police to carry guns to
enforce publicly enacted law.

The broader point it's ill-advised to oust an existing gov't (that's
been around for multiple generations) by gunpoint, and then tell the
citizens, "ok, you're new system of gov't is democratic.  Go vote."

Odds of success seem really low under those conditions, but, in this
case, there had been a groundswell after the first gulf war.  Whether
all of those community leaders were killed or not, I dunno.  You sure
don't see much bottom-up democracy though.
