Right now the borders are wide open and we are continually fighting and re-fighting battles to clear out the same towns. Coincidentally Mr. Bush's Iraqi example of Tal Afar is also mine (as taken from Sen McCain). We've cleared Tal Afar out 4 times now and after the 4th they put some Iraqis there to see if they could finally hold it. The US only has enough troops to hold some key cities - the rest are on their own until the US patrols come by, clear them out, and then leave. A few weeks later they're full of terrorists again.
