They were breaking the law and got scammed by Abramoff. That we know is true. Whether any politician was in on the scam is the debate. I'm sure most politicians don't do their homework and when someone asks them to vote a certain way and they don't have a position they might just go along. I call that lazy and I'm sure it's common. If they knowingly voted because of payoffs then hang them.
