There are many programs that do exactly that (WIC, Foodstamps, oil-heat programs, etc). But, and this shouldn't come as a surprise, if you offer anybody anything of value it can almost immediately be converted to ready cash. Foodstamps commonly go for 50-75 cents on the dollar. Direct food handouts are often bartered as are transit passes or other "non-monetary" subsidies. Of course, as always (and seemingly against the popular wisdom here), the vast majority of people do not take illegal advantage of these programs. But those that do have a tendency to subvert the entire system - and tend to be very visible when they do. Personally I can't think of a system that would prevent black-market trades and illegal transfer of benefits.
