Countries shouldn't use PsyOps on their own civilians. And the whole ability to shut down all electronics in the world sounds as scary as Nukes really. And no, I haven't read similar articles about England or Russia.
If you can find any please share them, it would be interesting to know how widespread such plans to destroy us all are. But, on the other hand it would be excellent if other countries could counter such a tactic by the US. Mutually Assured Destruction etc. would probably prevent the technology from being used.
