I used to rent an apartment owned by Pete Stark, Dem. Congressman from 
California. The first floor was rented by a congressman from Pennsylvania. I 
think there is a lot of that stuff going on- definitely the incestuous nature 
of Capitol Hill. Just spend a little time takling with current or former Hill 
staffers about who sleeps with who, who jumps from one office to another, etc. 
They have their own cafeteria in the Capitol building. They all frequent the 
same local watering holes. It is its own little cosmos.
