This probably varies by location anyway.... or does it? It's usually only required in cities, but maybe there is some sort of EPA regulation that requires it at a certain level of pollution?
Dana In California, the rule is that the car must pass the emissions standards in place for the year the car was built. So your 1987 car would have to pass the 1987 emissions standards, here in CA at least.
