This happened to me recently - and I think it's just a terribly worded way of
making you change your password every so often, but I'm not sure.

> Yep, I'm ranting again. I went to paypal to check on something and
> used my proper username and password. The message I got was that I
> forgot my password and should have it sent to me. I KNOW I didn't
> forget my password so I tried again and again. Finally, I just had the
> reset password link sent to me. When it asked me for a new password, I
> enter the password that was there before. The message I got was that
> the password was already in use for my account and I could not enter
> it again.
> So let me get this straight. The paypal system said I didn't know my
> password and had me reset it. Trying to reset it to the same password
> that they said was not the right one says that it already exists. What
> the freaking hell? Is it that the paypal system just sucks that much?
> I'm glad I have no money to put into internet banking. I'm not sure I
> trust it.
> Though I don't trust the government with my money either after talking
