I doubt any submariner would claim him as one of their own. As for the fact that Cheney did not report the shooting to law enforcement, there is no reason under Texas law to make such a report. In fact, the police have been on record today saying they would not have even take a report given the facts as they know them.
He also did not tell the ranch owner. He didn't need to since she personally witnessed the shooting.
