That sounds like an Anslinger fantasy. Or a DEA one. Anyhow I've never heard about that one.
Its fairly easy to distinguish between weaponized anthrax and coke. Very fine whitish powder vs a crystaline powder. Although a few years back there was a problem with the DEA spraying paraquat on fields in Mexico. The problem was that the paraquat took so long to kill the plant that the growers simply harvested early.
