There is a definitely cultural difference between the USA and some other countries (many in Europe) where people have a long running expectation that the government is responsible for providing everything for them. It's already hard enough in the USA (esp in Cali) to fire someone who's lazy and incompetant, I can't imagine it being any more difficult, but apparently there are places where it is. Seems to me that it's very difficult for a company to be competitive while dragging all that dead weight.
