Ok, here's my solution:
Download NSSM (Non Sucking Service Manger) - http://iain.cx/src/nssm/
Download wget for win32 - http://wget.techknight.com/index.php
Create a Batch File:
process_report_que.cmd
---------------------
:start
wget -Otest.txt -Coff
http://localhost:8501/privateV2/index.cfm?fa=reports.process_que
ping 127.0.0.1 -n 10 -w 1000
goto start
---------------------
Unzip wget into windows\system32\
Unzip nssm into a directory of your choice
run cmd:
nssm install "Report Que Processor"
For Application: c:\windows\system32\cmd.exe
For Options: /c c:\services\process_report_que.cmd
go start the service!
