Well, the expansion of commercial relations would have been a violation
of UN Sactions, as it was when Niger expanded commercial relations with
Libya in much the same way Iraq sought it, they ended up with a nuclear
program.

As for the Butler Report, a BBC summary of the report has this to say:
British intelligence on the claim that Iraq had sought uranium from
Niger was "credible". There was not conclusive evidence Iraq actually
purchased the material, nor did the government make that claim.

So the Butler report doesn't say that Tony is full of it, in fact it
says just the opposite. It agrees with what Bush stated in the State of
the Union address. That Iraq sought Uranium from Niger.
