I think they are, and I think they would love to make it an RFID card with your criminal and medical history on it.
BTW I have several federally issued IDs that aren't a passport. Don't be an ass. Wasn't being an ass, just making a point. The Indiana law is requiring presentation of a Picture ID (state or federally issued). The only federal ID issued with a picture is a passport.
