I don't know, but I suspect regulation is responsible. The telcos and other backbone providers, like cable cos., are still heavily regulated. So they have to go begging to Congress for permission to enable traffic shaping and QoS on their network gear. As long as they don't shut anyone out, I don't have a problem with it.
