Interesting question. I think the answer is a little more complicated than
yes or no. Originally, these programs were intended to be used as social
safety nets for poor people who had lived past normal life expectancy. The
old image was of a poor old widow who had never worked and had no means of
caring for herself. What these programs morphed into were socialist
entitlement programs meant to relieve people of the burden of planning for
retirement. Inevitably in the US, as in every other advanced nation,
programs like these are slowly going bankrupt because of changing
demographics.
