Didn't say they were. My point is that 

a) Not only was New Mexico not consulted, it is not in favor. The governor 
declared a state of emergency on the border six months ago, and it took a 
wiretapping scandal to get any action. Pardon me -- I think they did manage 
*one* ICE hire, or something of the kind...and do you kow how long the border 
is here? But the National Guard? Posse comitatus? The reason they don't simply 
budget some money to the border patrol (in my opinion) is that this would be 
actual action as opposed to something that looks good on TV and can be quietly 
changed later.

b) I'm willing to bet the National Guard units they send down there won't be 
from New Mexico -- a lot of the New Mexico National Guard being in Iraq -- and 
we'll shortly have an incident involving someone whose family has been here 
since Cortez.
