You can use HTTP content to pull up a web page. If it fails to find what you are looking for, it will let you know. We use What's Up Gold and it lets is know if we have a DB error or CF problems on a server.

I used to have an application that would look up a URL and compare it to a memorised copy of the page and report if it had changed, this could be used to diferentiate a failed http server and simply a failed CF server.
