My strategy: Allow for an open border with Mexico, on certain conditions: - Mexico removes all barriers to investment and property ownership by American citizens. - Mexico cuts off this stupid law. - Mexico reforms and opens up the economy and the police force.
Too bad for the average Mexican citizen, none of this willl ever happen because the cronies that run Mexico like everything just the way it is.
