Well, I've not seen anything on our local or national news and I live just outside Leicester. I can confirm that there are plenty of people flying the flag tho... Everyone is just getting behind their national team for the World Cup and I honestly don't see anything wrong with that even if I do hate football (soccer) myself. On the flag flying front, I can't imagine that any English person would ever presume to tell anyone from any other nation when that could or could not fly their national flag, it's utterly absurd and should be treated as such in this case too!
