Using prescription drugs without a prescription, or one obtained via fraud, is illegal. Thus making those drugs illegal, thus making his use illegal, thus putting him in violation of the Controlled Substances Act. Oxycontin is, I believe, a "schedule II" drug along with opium, cocaine, and methamphetamine. Therefore Limbaugh's behavior is no different than a meth addict.
