Really in 3 ways:

1.) Bush has ballooned federal government by both mushrooming the size
of existing government, but also expanding into traditionally
State-run  sectors (e.g., education).

2.) Bush has drastically expanded executive power, thus removing
traditional oversights and checks provided by the other 2 branches of
government.  This only increases the probability of executive
corruption.

3.) Bush has drastically expanded government foreign policy via
democratic imperialism.  While some may argue that Iraq is a military
expense, that argument would be bogus as Iraq never threatened us and
there's no credible ties to 9/11.  Therefore the invasion of Iraq was
an extension of foreign policy and thus a massive expansion of the
State Department that's cost taxpayers 1/3 of a trillion dollars so
far.
