Reminds me of the Twilight Zone episode where that town thinks there are aliens among them and they start accusing each other when the power goes out. One guy goes for help and when he returns they shoot him because they think he's an alien. Then, at the end, the camera zooms out to a hill where 2 aliens are turning dials on a machine that's shutting off the power while they watch the town. They say something to effect of, "if you create FUD, humans will attack and kill their worst enemy: themselves."
