Well this explains a lot, he's a muddled english bloke, probably spent too much time in a smoky pub, so now his brain is addled, and their water is more than likely polluted. Last time I walked along the Thames I could of sworn there were animals walking on top of the sewage along the banks... And I know they advise you not to swim in the Norfolk Broads because of the pollution of the waters ...
