That's not the way I read it.
It said they're all debating a surge stating it'll only work if the
plan is good enough.
Bush said today, "I'm inclined to believe that we need to increase the
permanent size of both the United States Army and the United States
Marines."
Which is a response to Gen. James Conway statement that it'll break.
