Any piece of hardware can be defective - but iPods don't have an excessive
rate of defection.  And I would certainly say that a screwed up USB port on
an old computer could deliver enough power to fry anything you plug into
it.  I f you think this is the case, I wouldn't recommend "testing" that
theory by plugging anything else into it.
